Background of the Study
Gender-responsive budgeting (GRB) is an approach to public budgeting that takes into account the differing needs of men and women in the allocation of public resources. This approach ensures that government budgets are designed to promote gender equality by addressing specific challenges faced by women and supporting their economic and social empowerment (Oluwaseun & Adebayo, 2023). In countries like Nigeria, where gender disparities remain pronounced, GRB is seen as a key tool for fostering women's empowerment by increasing their access to education, healthcare, economic opportunities, and decision-making processes.
Yola South Local Government Area, located in Adamawa State, has witnessed gradual progress in women’s empowerment, particularly in areas like education, healthcare, and entrepreneurship. However, challenges such as limited access to resources, cultural barriers, and gender biases continue to hinder full empowerment. Gender-responsive budgeting could provide an effective means of addressing these issues by ensuring that women’s needs are considered in government expenditure decisions. This study aims to evaluate the impact of GRB on women’s empowerment in Yola South, focusing on how government budgets have been utilized to address gender inequalities and support women’s development.
1.2 Statement of the Problem
While gender-responsive budgeting is increasingly recognized as an important tool for promoting gender equality, its effectiveness in empowering women at the local government level remains unclear. In Yola South, although there have been initiatives to address women’s issues, many women still face significant barriers to accessing resources, education, and economic opportunities. This research seeks to evaluate the extent to which gender-responsive budgeting has contributed to women’s empowerment in Yola South, examining how effectively government budgets have been allocated to address gender-specific challenges.

1.7 Scope and Limitations of the Study
The study will focus on Yola South Local Government Area and assess the impact of gender-responsive budgeting over the past five years. It will not examine other regions or states. Limitations include potential challenges in accessing data on budget allocations and gender-related expenditures at the local government level.
